Summary: Through the combined efforts of the New Orleans Association of Commerce and several private local service agencies, the Central Council of Social Agencies was organized in 1921 to provide uniform standards and practices that would, in turn, result in greater cooperation among its member agencies. During its existence (1921-1973), the Council underwent several changes in organization and in name. Beginning in 1924, it was listed in reports and in correspondence as the “Central Council of Social Agencies” and as the “Council of Social Agencies.” In 1958 the name was changed to “Social Welfare Planning Council” and in 1971 to “Community Services Council, Inc.” Materials in the collection have been placed in series under the existing agency name when the documents were generated. Separate series have been created for member agencies and subject files.

Series I. Community Services Council of New Orleans
Subseries I.1: Council of Social Agencies (1921-1958)
Subseries I.2: Social Welfare Planning Council (1958-1971)
On the occasion of its thirty-fifty anniversary, the organization issued a commemorative booklet entitled Benchmarks Through Three and A Half Decades: 1921-1956, in which most references to the agency appeared as “Council of Social Agencies.” As a consequence the first series in the collection will appear under this name, and will include materials produced under both names by the agency from 1921 through 1958.
Content of Series I includes but is not limited to annual reports; minutes, reports, and correspondence of Board of Directors; committee minutes and reports; and financial reports.
Series II. Social Service Agencies
Series II contains materials generated by or pertaining to 372 specific agencies. A few examples are the Association for Retarded Children, Bureau of Governmental Research, Camp Fire Girls, and Lafon Home of the Holy Family.
Series III. Subject Files
Series III contains materials pertaining to 36 subjects of interest to Community Services of New Orleans. Topics include but are not limited to aging, child welfare, mental retardation, and urban renewal.
