Biographical Note

 

Edwin Essex Elam, Sr. (b. November 5, 1903 - d. October 11, 1979) was a native of New Orleans and a 1925 graduate of the Tulane School of Engineering.  As a civil engineer in the employ of the Orleans Parish Levee Board he was responsible for much of the lakefront development which that agency carried out during the late 1920s and early 1930s, including, reportedly, the locks at the new Basin Canal and Bayou St. John.
